They are responsible for providing oversight to the Superintendent and establishing District-wide policy. Trustees are accountable to work with their communities to improve student achievement.

Public Comment #1 on Non-Agenda Items

Members of the public shared comments regarding: 

  • Graduation dress code and cultural, heritage, and identity-based graduation attire
  • Tardy policies
  • Change of School Assignment policies
  • Special interest group presence at school board meetings
  • Teacher and support staff requests from administration
  • Water bottle refilling stations
  • Mental health services in schools
  • Appropriateness of reading material
  • AB 469 compliance and coordination
  • Student voice at school board meetings
  • Respect and trust between support staff and administration

Trustees Approved the Consent Agenda (6-0)

Consent Agenda Highlights:

Members of the public provided comments on the agreement with United Citizens Foundation, warrants, unified personnel employment, licensed personnel employment, purchase orders, various facilities items, expulsions, an agreement between CCSD and 100 Academy of Excellence, purchasing awards, and the employment agreement of the Chief Human Resources Officer.

Trustees Received an Update on Focus: 2024 Strategic Plan on Chronic Absenteeism

Trustees received a presentation and discussed chronic absenteeism as part of CCSD’s Focus: 2024 Strategic Plan. Chronic absenteeism is defined as the total percentage of students who are absent for 10% or more of their enrolled days. The chronic absenteeism rate is continuing to increase, and the district is currently off-target for overall results and status. Other peer districts are seeing similar trends.

Challenges include distance education and distance reporting; successes include partners willing to support chronic absenteeism reduction initiatives and targeted support during school closures. Next steps include continuing student focus group feedback sessions, reviewing the Truancy Prevention Outreach Program in June 2022, and continuing to provide professional learning for clerks and registrars to better understand the attendance coding process.

Trustees Received an Update on Focus: 2024 Strategic Plan on Student Safety

Trustees received a presentation and discussed student safety as it relates to the Focus: 2024 Strategic Plan. Student safety is measured by positive responses on four Districtwide Survey items. The board previously approved implementing the Multi-Tiered System of Supports (MTSS) to promote academic achievement, social-emotional growth, and behavioral development.

The survey shows an increase in perceived safety during distance learning in the 2020-2021 school year. For the 2021-2022 school year, the district is falling short on elementary, middle, and high school targets. Challenges include the return to face-to-face learning; successes include an increase in survey participation and results consistent with pre-COVID-19 results across all grade bands. Next steps include analyzing survey results and revising the school performance plan based on the Districtwide Survey results, emphasizing the student code of conduct, districtwide MTSS professional learning this summer, and new resources and student communication materials.

Trustees Received and Discussed the Five Year Charter School Site Evaluation Report and Presentation

Trustees received the Five Year Charter School Site Evaluation Report, as required by NRS 388A.223, which requires a sponsor of a charter school to conduct site evaluations of each campus that it sponsors during the first, third, and fifth years after entering or renewing their charter contract. CCSD-sponsored charter schools are now in their fifth year of a six-year performance contract.

Staff reviewed performance of each of the district-sponsored charter schools using metrics in academic, financial, and organizational performance, and rated each metric as “meets standards,” “does not meet standards,” or “falls below standards.” Schools found to have deficiencies were issued notices depending on the severity of the deficiency. Each school’s performance was summarized in the report and accompanying presentation, available below.

Trustees Opened Sealed Bids, Called for Oral Bids, and Adopted a Resolution of Acceptance of Bid for Property Site #064.02 – Rancho Destino Rd. & East Frias Ave. (6-0)

The District received one sealed bid for the sale of the property located at Rancho Destino Rd. and East Frias Ave. There were no oral bids submitted.

Trustees accepted the $530,000 written bid, made by St. Sharbel Maronite Catholic Mission – Las Vegas Real Estate Trust.

Trustees Conducted a Public Hearing on and Approved the New Memorandum of Agreement between CCSD and the Clark County Association of School Administrators and Professional-Technical Employees Regarding Article 16-9 (6-0)

Trustees approved a new Memorandum of Agreement drafted by CCASAPE and CCSD to modify the contract language in Article 16-9, Executive Manager, Superintendent’s Office, to the current effective day of July 1, 2019 to December 1, 2021.

Trustees Conducted a Public Hearing on and Approved the New Memorandum of Agreement between CCSD and the Clark County Association of School Administrators and Professional-Technical Employees Regarding 11-Month School Principals (6-0)

Trustees approved a new Memorandum of Agreement drafted by CCASAPE and CCSD to modify contract language to change all current 11-month contracts for school principals to 12-month contracts, with an effective date of July 1, 2022. The fiscal impact of this Memorandum of Agreement is approximately $4.1 million.

The next Meeting of the Board of Trustees is scheduled for May 16, 2022 @ 5:30pm. This will be a special board meeting regarding adoption of the final budget. The next regular Board of Trustees meeting is scheduled for May 19, 2022 @ 5:00pm.

Members of the public provided testimony to Trustees regarding:

  • Requesting a consideration for snow delay instead of cancellation (snow days)
  • Affordable health insurance for support staff
  • Concerns about future cuts to employee pay or to school supports like Zoom
  • Interest in knowing more about the District’s legislative plan
  • Recognition for Trustee Young from the organization 100 Black Men
  • Ensuring diversity, inclusion, and equal representation on all boards and committees
  • Integration of programs and opportunities for career exploration in middle school
  • Building repairs for Las Vegas Academy
  • Concerns about playground closures and timeline for repairs
  • Support of the District’s strategic plan
  • Professional development opportunities for support staff

Trustees Unanimously Approve the Consent Agenda

Consent Agenda Highlights:

  • Chinese Guest Teacher Program, which assists schools in the United States in developing Chinese language and culture study programs. There are seven CCSD schools and 19 teachers currently involved in the program.

Trustees Hear Report from the Student Advisory Committee

The Student Advisory Committee Chair shared updates with Trustees on their last meeting, which included:

  • A presentation about the school justice partnership program and implicit bias training
  • Hearing from other students about their experiences with the popularity of vaping and its health risks. The committee also discussed possible solutions, such as placing collateral in bathroom stalls about the harmful effects of vaping

Trustees Approve a Review of Policy for Use of District Buildings, Grounds, and Equipment by Non-School Groups

Discussion among Trustees included concerns about liabilities, visiting groups trashing or damaging school property, and ensuring more community input in decision making.

Trustees approved having staff review the policy, hear community input, and come back with recommendations to include for future modifications to the regulation.

Trustees Unanimously Approve a Timeline Extension for the Formative Superintendent and Board Performance Assessment Policy

The Superintendent and Board Performance Assessment includes various qualitative and quantitative data that allows the District and Board to monitor the progress of Superintendent and Board performance.

The assessment timeline outlined in the policy was approved to be waived for 3-months. After the 3-month period, a plan will be brought back to Trustees for discussion.

Trustees Unanimously Approve Implementation of CCSD 5-Year Strategic Plan (Focus 2024)

Superintendent Jara presented an overview of the District’s 5-Year Strategic Plan, Focus 2024.

Discussion among Trustees and the Superintendent included the use of data to track progress, and concerns and questions about funding some of the strategies outlined in the plan. One of the District’s strategies is to establish a plan for reallocation of resources.

The discussion also included identifying opportunities to partner with business communities to support student attendance, and ensuring individual schools can access their data to inform their planning and decision making.

Public Comment– Members of the public provided testimony to Trustees regarding:

  • Focusing on success for all students, including students learning to speak English
  • Ensuring family engagement is centered in schools, not just district-wide implementation (like FACES), and treating parents as equal partners to provide input and participate
  • Communicating with support staff beyond email exchanges

Trustees spoke about positive engagement throughout Nevada Reading Week, and thanked the community for getting involved.

Board and Superintendent Communication

Superintendent Jara plans to bring a recommended date to the next Board meeting, likely March 22, to make up for the snow day.

  • Request for information about:
    • the approval process for teacher CU’s
    • the ladder of communications between equity/diversity and curriculum
    • differences between funding and supports offered for CTA and select schools versus traditional schools
  • Present the reorganization policy in a matrix format to clarify board roles and address inconsistencies in board policies; Start with an electronic platform for each trustee to read policies and make comments that will be released to public
  • Request for roundtable meetings to hear more from teachers and support staff about issues they are facing, and having conversations about professional development
  • Suggest a recurring regular legislation Board meeting agenda item during legislative session

Board approves standards for districts on the development, implementation, and evaluation of professional development for teachers and administrators.  Click here for more details.

Computer course graduation requirement updated from “Use of Computers” to “Computer Education and Technology.” This reflects the fast-paced advancements in computer literacy, and embraces technology as an important component for student success. The refresh puts Nevada at the forefront nationwide for equitable access to computer and technology education.

Board approves minimum 3rd-grade reading scores to promote to 4th-grade. Students must score in the 31st-percentile or above (a level 2 or higher) on the Smarter Balanced Assessment (SBAC) test to be promoted– unless they are eligible for a good cause exemption, which would negate a retention decision. The state will provide a guidance to schools to communicate this, as well as an additional document for parents to understand the scoring. Read about it in the Las Vegas Review-Journal.

Board approves a $5,000 incentive for teachers to transfer to a Title 1 or a 1- or 2- star school. Teachers must meet certain criteria to be eligible, and must not currently be at a Title 1 or a 1-2 star school.

Board approves moving funds from this fiscal year to next fiscal year for UNLV students in an intensive teaching program. Students eligible for the program graduated in the top 1/3 of their class, are an ethnic minority, and meet high-need licensure areas. A stipend is included in the program so students do not have to work.
