Clark County School District Board of Trustees

What is the Board of Trustees & what are they responsible for? The CCSD Trustees are decision-makers for the school district. Seven members are elected based on district; four are appointed representatives from the four largest municipalities in Clark County (Clark County, City of Las Vegas, City of Henderson, and City of North Las Vegas). They are responsible for providing oversight to the Superintendent and establishing District-wide policy. Trustees are accountable to work with their communities to improve student achievement.

How often does the Board of Trustees meet? Trustees meet twice per month (second and fourth Thursdays) at 5 pm both virtually and at the Edward A. Greer Education Center Board Room (2832 E Flamingo Rd, Las Vegas, NV 89121).

Can community members engage at Trustee meetings? Decision-making bodies benefit greatly from hearing public input and multiple perspectives. Currently, members of the public can submit comments on agenda and non-agenda items through email or voice recording. Public comment can be provided in person, via email, or via voice recording. Email comments should be submitted to Boardmtgcomments@nv.ccsd.net. To submit a voice recording on items listed on the meeting agenda, call 702-799-1166. Voice recorded public comment is limited to 1 minute 30 seconds.

Trustees Approved the Capital Improvement Plan – Revision 6 (7-0)

Trustees approved the Capital Improvement Plan – Revision 6. Key points of the Plan included:

  • Recommendation #2 from the plan presented on March 27 — pausing all school projects to allow for financial evaluation — was previously tabled to allow input from new Superintendent Ebert. The team has now met with Ms. Ebert.
    • Clarification was made between declining birth rates vs. fertility rates and its effect on CCSD enrollment. Migration rates (those entering or leaving the area during the school tenure) are also a factor. Graduation rates are outpacing new student enrollments, leading to continued declining school-aged populations.
    • Clarifications were made regarding planned construction projects, costs, available funds and the financial realities of completing the projects in the Master Plan.
    • Comparisons were made between outcomes of either approving or not approving the recommendation #2 from the capital improvement plan.
  • The Trustees agreed to the staff’s recommendation from the Capital Improvement Plan.

Trustees Accepted the Compliance Monitoring Update (7-0)

Key points of the update included:

  • Manual forecast processes are time consuming challenging, and siloed. Automating budget forecasting is being recommended, especially since 85% of expenditures are for salaries and benefits.
  • After extensive research and evaluation, a software has been identified, which integrates into other key CCSD systems. Other benefits include multi-year forecasting, scenario modeling, etc.
  • The project will kick off in June 2025, with a planned go-live in November 2025. Both the new and current procedures will be used the first year to make for a smooth transition.
  • The cost, $1.2M over 5 years, is covered through technology bond funds and the general fund.
  • Several other corrective action steps have been completed regarding the hiring of a permanent CFO.
  • 30 applications for CFO are being considered.

Trustees Received a Legislative Update

Trustees heard a legislative update from staff. Highlights of the presentation included:

  • The legislative session is 2/3 of the way completed. The second committee passage deadline is May 16.
  • All bills currently being tracked are in the legislative tracker.
    • AB48 passed unanimously and will continue to the Senate. AB47 is working through ways and means.
    • AB205 updates sex education from opt-in to opt-out has passed through to the next step
    • AB217 bars schools from sharing information about students to ICE without a court order.
    • AB533 lets students apply to schools outside their zone if space is available.
    • SB45 links career and tech funding to advanced course enrollment
    • SB305 requires NIAA to create official rules for sports
  • Nevada Economic Forum will release revenue projections on May 1.
  • Superintendent Ebert will be joining the team in Carson City to advocate for CCSD next week.

Trustees Approved a Notice of Intent to Amend CCSD Regulation 5157 (7-0)

Trustees approved amendments to CCSD Regulation 5157 – Student Wellness. Amendments included:

  • Updates made comply with Nevada Department of Agriculture (NDA)’s latest guidelines and the federal statute: Healthy, Hunger-Free Kids Act of 2010.
  • The language updates were made to align with 2024 updates from NDA and the Nevada School Wellness Policy.

Trustees Approved a Notice of Intent to Amend CCSD Regulation 5135.4 (7-0)

Trustees approved amendments to CCSD Regulation 5135.4 – Admission to Athletic Events. Amendments included:

  • This is the first update to this regulation in 20 years.
  • Modifications were to simplify and update language, including a single price point for high school, and no cost for military.
  • Family pass cost has increased from $60 – $75.
