What is the Board of Trustees & what are they responsible for? The CCSD Trustees are decision-makers for the school district. Seven members are elected based on district; four are appointed representatives from the four largest municipalities in Clark County (Clark County, City of Las Vegas, City of Henderson, and City of North Las Vegas). They are responsible for providing oversight to the Superintendent and establishing District-wide policy. Trustees are accountable to work with their communities to improve student achievement.

How often does the Board of Trustees meet? Trustees meet twice per month (second and fourth Thursdays) at 5 pm both virtually and at the Edward A. Greer Education Center Board Room (2832 E Flamingo Rd, Las Vegas, NV 89121).

Can community members engage at Trustee meetings? Decision-making bodies benefit greatly from hearing public input and multiple perspectives. Currently, members of the public can submit comments on agenda and non-agenda items through email or voice recording. Public comment can be provided in person, via email, or via voice recording. Email comments should be submitted to Boardmtgcomments@nv.ccsd.net. To submit a voice recording on items listed on the meeting agenda, call 702-799-1166. Voice recorded public comment is limited to 1 minute 30 seconds.

Trustees Accepted an Update on Focus: 2024 Strategic Plan Update: Student Discipline (6-0)
Student suspensions for the first semester of the 2023-24 school year were slightly reduced from the 2022-23 year, with 13,906 total suspensions (compared to 14,989 from the previous year). A high priority is reducing suspensions for middle school students. There continues to be disproportionality in student groups.
Discretionary expulsions also were slightly reduced, with 664 discretionary expulsions for the first semester of the 2023-24 school year, compared with 745 in the 2022-23 school year’s first semester. Disproportionality among student groups also persists.
Next steps include ongoing student town halls, scheduling personalized professional learning sessions at identified middle schools to address student discipline, professional learning for discipline administrators in April, and a revised student code of conduct in July.

Trustees Approved a Notice of Intent to Amend Regulation 5135.13 – Trips for Extracurricular Activities (6-0)
Trustees approved a Notice of Intent to amend a regulation relating to extracurricular trips for students. Changes include reimbursement rates for meals, types of travel, timelines on submitting appropriate approval forms, and number of administrator(s) and/or designees to accompany student travel.

Trustees Held a Public Hearing on and Approved the New Memorandum of Agreement (MOA) between CCSD and the Education Support Employees Association (ESEA) Regarding an Amendment to the 2023-25 Negotiated Agreement and the Disbursement of Funds from Senate Bill 231 (4-1-0)
Trustees held a public hearing on and approved the new MOA between CCSD and ESEA. The new MOA raises the Cost-Of-Living Adjustment from 2% to 4%, provides for differentiated pay for hard-to-fill critical positions, and provides for an additional 3% pay increase, retroactive to January 1, 2024, using money allocated through SB 231. The fiscal impact of these changes is approximately $17 million.

Trustees Held a Public Hearing on and Approved the New Memorandum of Agreement (MOA) between CCSD and the Clark County Education Association (CCEA) Regarding the Disbursement of Funds from Senate Bill 231. (5-1-0)
Trustees held a public hearing on and approved the new MOA between CCSD and CCEA regarding the distribution of funds allocated by SB 231. The new MOA provides that SB 231 funds will be used to help fill hard-to-fill and special education positions and replace the 1.875% increase in the employee portion of the PERS contribution. There are no additional costs or fiscal impacts associated with entering into the MOA.
One Trustee abstained from voting on this item.
