What is the Board of Trustees & what are they responsible for? The CCSD Trustees are publicly elected decision-makers for the school district. They are responsible for providing oversight to the Superintendent and establishing District-wide policy. Trustees are accountable to work with their communities to improve student achievement.

How often does the Board of Trustees meet? Trustees meet twice per month (second and fourth Thursdays) at 5 pm both virtually and at the Edward A. Greer Education Center Board Room (2832 E Flamingo Rd, Las Vegas, NV 89121).

Can community members engage at Trustee meetings? Decision-making bodies benefit greatly from hearing public input and multiple perspectives. Currently, members of the public can submit comments on agenda and non-agenda items through email or voice recording. Public comment can be provided in person, via email, or via voice recording. Email comments should be submitted to Boardmtgcomments@nv.ccsd.net. To submit a voice recording on items listed on the meeting agenda, call 702-799-1166. Consent Agenda Highlights:
- Memorandum of Agreement between CCSD and the Board of Regents of the Nevada System of Higher Education for the operation of College of Southern Nevada High School
- Grant application to the US Department of Education for the Magnet Schools Assistance Program
- 2023A Building Bond Resolution
- Licensed personnel employment
- Authorization of outside counsel to conduct litigation against various social media defendants

Trustees Conducted a Public Hearing on the 2023-2024 Tentative Budget
Trustees conducted a public hearing on the 2023-2024 tentative budget. They discussed hosting community discussions and informational sessions regarding some of the legislation listed below.

Trustees Approved the 2023-2024 Final Budget (7-0)
Highlights of the presentation included:
- The Governor’s budget contains a projected increase in Adjusted Base Funding of $397M. The legislative session could potentially add $95M of incremental funding. The ongoing legislative session will determine the outcomes of the budget.
- However, several proposed unfunded mandates could potentially lead to a budget deficit and dramatically decrease the availability of funds, if passed by the legislators. Some examples of these potential unfunded mandates:
- SB340: Required summer school ($60M estimated cost)
- AB428: Teacher pathway programs ($4.1M estimated cost)
- AB282: Substitute teacher health insurance ($6.7M estimated cost)
- SB313: Mental health training ($2.6M estimated cost)
- AB410: Stress-related insurance claims ($2M estimated cost)
- AB301: School Police heart and lung coverage ($2M estimated cost)
- SB434: Substitute Teacher retirement fund ($5M estimated cost)
- AB301: Revises definition of police officer ($4.1M estimated cost)
- SB158: Cameras in special education ($42.6M estimated cost)
- There is currently $312M to $406M available for employee negotiations and collective bargaining and operational initiatives, based on the Governor’s budget. This is subject to legislative approval.
- Initial proposals from the bargaining units related to compensation would far exceed the available funds noted above, and the District would be put into a deficit.
- If a deficit occurs, cuts would need to be made to balance the budget.
- One-time state funding such as ESSER funds are not available for recurring compensation costs.
- Budget priorities from the board and community are employee compensation, facilities and mental health support.

Trustees Received a Presentation on the Clark County School District Disparity Study
Highlights of the presentation included:
- An independent economic consulting firm was hired about a year ago to evaluate the District’s procurement policies.
- In general, CCSD compares favorably to other school districts, but areas of opportunity exist.
- Evidence of barriers for women (WBE) and minority owned businesses (MBE) exist mostly due to difficulty building relationships with customers and prime contractors, difficulty accessing funding, and negative stereotypes.
- Substantial disparities exist in the area of construction subcontracting, where the gap between available MBE/WBE (26%) and utilization of those business (10.1%) is most pronounced.
- A multi-year program to address disparities was recommended.

Trustees Reappointed Two Members to the Nevada Interscholastic Activities Association (7-0)
Trustees reappointed Linda Cavazos and Pamela Sloan to the Nevada Interscholastic Activities Association. The term on these appointments will run from July 1, 2023 through June 30, 2026.
