What is the Board of Trustees & what are they responsible for? The CCSD Trustees are publicly elected decision-makers for the school district. They are responsible for providing oversight to the Superintendent and establishing District-wide policy. Trustees are accountable to work with their communities to improve student achievement.

How often does the Board of Trustees meet? Trustees meet twice per month (second and fourth Thursdays) at 5pm at the Edward A. Greer Education Center (Board Room): 2832 E. Flamingo Road, Las Vegas, NV 89121.

Can community members engage at Trustee Meetings? Decision-making bodies benefit greatly from hearing public input and multiple perspectives. Community members can sign up to speak after the agenda has been posted– by calling the Board Office at (702) 799-1072 at least 3 hours before the scheduled meeting, or signing up in-person at the beginning of the meeting. Prior to each agenda item being voted on, speakers can share their perspective after the Board’s discussion and prior to the vote.

Public Comment
Members of the public provided testimony to Trustees regarding:
- Support for substitute teachers to be eligible for employee benefits
- Concerns about salaries for school psychologists
- Concerns about teacher retention
- Concerns about removal of prayer from CCSD Board of Trustee Meetings
Trustees Approved the Consent Agenda
The consent agenda included purchasing awards totaling $2,001,002.00, including an award of $721,002.00 for baking ingredients and spices.
Trustees Approved 2020 Census Proclamation
Nevada Department of Education Member Felicia Ortiz presented the board with information about the impact of the 2020 Census on education, including federal funding. Trustees approved a proclamation encouraging the community to participate.

Trustees Heard Qualitative Budget Forecast Update for Fiscal Year 2020
The 2020 Ending Fund Balance will be $95.1 million, meeting the goal of a 2% Unassigned Fund Balance for the first time since 2009. A deficit in Fiscal Year 2021 is anticipated.

Trustees Heard an Update on Human Capital Management System (HCMS)
CCSD’s Chief Financial Officer, Chief Operating Officer, Chief Human Resources Officer, and Chief Technology Officer updated Trustees on issues with timely and accurate employee pay due to the transition to a new HCMS. Issues included teachers not receiving pay or being underpaid, substitute teachers receiving inaccurate pay, and inability to post open job positions. CCSD staff shared that data input errors have been found. Staff is developing mechanisms for tighter controls to ensure accurate pay, including training for school office managers.
Members of the public provided testimony to Trustees regarding:
- Dissatisfaction with the District’s responsiveness to those who were unpaid or underpaid.
- Personal impact of not receiving pay, including the need for CCSD to provide additional compensation to employees who have taken out high interest payday loans to cover living expenses.

Trustees Approved Annual Report of CCSD Authorized Public Charter Schools
Trustees approved the Annual Report of Charter School Performance to be submitted to the Nevada Department of Education in compliance with NRS 388A.351. The annual report includes a summary of academic, financial, and organizational/operational ratings for each CCSD authorized public charter school. The report includes a tentative plan of action to send a Notice, depending on the severity of the issues, to each school that did not meet standards.

Trustees Approved Notices of Intent to Update Regulations
The following regulations will be presented to Trustees for final approval at the March 26th board meeting:
- Regulation 4100 – Relationships, Interactions, and Communications Between District Employees Or Representatives/Volunteers and Students
- Regulation 4113 – Licensed Employees
- Regulation 4114 – Support Staff and School Police Employees
- Regulation 4122 – Employment of Substitute Teachers and Support Staff
- Regulation 4123 – Cooperating Students/Student Teachers
- Regulation 4312 – Identification Cards, Fingerprints, and Employment Eligibility Verification for All Employees
Trustee Reports
Trustees hosted a video-tour of the transportation facility and provided updates on Vegas PBS.
Superintendent Communications
Superintendent Jara provided an update on plans to implement guidelines and mandatory training for School Organizational Team (SOT) members. Additionally, CCSD is working with the Southern Nevada Health District to provide parents with preventative information on coronavirus.
