State Public Charter School Authority (SPCSA)

What is the SPCSA & what are they responsible for? The SPCSA sponsors and oversees public charter schools across the State of Nevada. The Authority consists of nine appointed members responsible for overseeing educational and operational standards, and holding sponsored schools accountable to the academic achievement of students.

How often does the SPCSA Board meet? SPCSA members meet once monthly– on Fridays.

Can community members engage at SPCSA Board Meetings? All meetings are held publicly at the Nevada Department of Education building in Carson City and the Nevada Department of Education building in Las Vegas (1st floor boardroom). Members of the public are invited to attend at either location. A time for public comment is provided at the conclusion of each agenda item and at the conclusion of each Board meeting. There is a time limit of three minutes per speaker. Members of the community providing testimony must fill out a visitor card, available on-site the day of the meeting.

Alternatively, public comment may be submitted in writing at publiccomment@spcsa.nv.gov, and any such public comment received prior to the meeting will be provided to the Authority and included in the written minutes of the meeting.

What happened at this meeting? 

The Board Approved a Contract Amendment for Founders Academy

The Board approved the SPCSA staff’s recommendation for the approval of a contract amendment request related to the financing of Founders Academy’s current facility. 

The Board Heard an Overview of the SPCSA’s New School Application Process and Standards for Approval

Staff members provided an overview of the New School Application process and standards for approving schools for authorization under the SPCSA. The presentation included information about the application  evaluation process, and the importance of a proposed school’s alignment to both the SPCSA Growth Management Plan and the Academic and Demographic Needs Assessment. 

Staff members also provided an overview of the Rubric used for evaluating New School Applications.

If denied, a proposed school has 30-days from the formal notice to resubmit an application addressing its deficiencies. If denied upon resubmission, the applicant may also appeal the Board’s decision.

Public Comment: A representative of the Clark County School District’s Office of Charter Schools provided testimony expressing appreciation for the collaborative process of the SPCSA.

The Board Reviewed Seven (7) New School Applications for Approval or Denial 

SPCSA staff presented information to the Board about seven new school applicants, followed by Board discussion and an opportunity for each school to present before the Board.

Summaries of each proposed school’s application approval or denial are below.

Alaka’i Heritage Academy: Denied 

The SPCSA staff did not recommend the application for Board approval. The Board concurred with staff’s recommendation and discussed concerns about the proposed arts-integration model, the incubation year budget, and plans for professional development aligned to the arts-integration model.

Las Vegas Collegiate Charter School: Approved with Conditions

Las Vegas Collegiate was approved with the following conditions:

  • Submit an updated incubation year plan that clarifies how the Board will monitor progress towards key milestones and the available supports to the proposed school leader. 
  • Provide either more detail as to how the existing staff will manage the range of administrative responsibilities in year 1 OR provide an alternative scenario that includes additional contracted support. 
  • Work with the local jurisdiction to address traffic flow and pedestrian safety during student arrival and dismissal.

Pinecrest Academy of Northern Nevada: Approved with Conditions

The SPCSA staff did not recommend the application for Board approval. The SPCSA Board went against Staff’s recommendation and approved the application with the following conditions: 

  • Implementation of a weighted lottery in conjunction with a targeted marketing effort and a transportation plan to ensure a student population that reflects the population of the Washoe County School District
  • Implementation of a National School Lunch Program upon school launch
  • A revised Model Budget reflecting the school’s incubation year, English Language Learner Program, and marketing plan
  • Waived student fees for those who receive Free or Reduced-Price Lunch

Public Comment: Members of the public provided testimony in support of the Pinecrest Academy of Northern Nevada application.

Nevada Strong Academy: Denied

The SPCSA staff did not recommend the application for approval. The Board concurred with staff’s recommendation and discussed the need to refine the application and clarify the relationship between the school and the Education Management Organization (EMO).

The SPCSA staff did not recommend the application for approval. The Board concurred with staff’s recommendation and discussed the potential of the school’s plan with more time for development.

Girls Academy Leadership School (GALS): Denied

The SPCSA staff did not recommend the application for approval. The Board concurred with staff’s recommendation and discussed the importance of having a single-gender school in Clark County. The Board inquired about GAL’s team’s experience with students from underserved communities and what lessons they have learned from the Denver campus performance.

The SPCSA staff did not recommend the application for approval. The Board concurred with staff’s recommendation and discussed concerns about the proposed school’s capacity to carry out the vision and plans for the school.

What happened at this meeting? 

Board Heard a Presentation from Mater Academy of Northern Nevada
Mater Academy of Northern Nevada’s leadership team, Board President, students, and staff presented  the components of their school model that led to their Shining Star School status in the 2018-2019 school year. Highlights included the importance of attendance initiatives, increased learning time, data analysis, and parent outreach. 

Shining Star Schools are high-performing (4 or 5 star schools) that serve a high percentage of students who qualify for Free or Reduced Lunch.

Board Recognized ESEA Distinguished Schools 
Two SPCSA authorized schools were designated as Nevada ESEA Distinguished Schools, Democracy Prep at the Agassi Campus Middle School and Mater Academy of Northern Nevada Middle School.  Each school was recognized for excellence in serving special populations of students. 

Board Approved Final SPCSA Strategic Plan & Accompanying Growth Management Plan 
SPCSA Staff shared updates to the Growth Management Plan and SPCSA 2019-2024 Strategic Plan goals based on feedback provided from the Board. Staff shared the final versions of the following goals:

  • Goal 1: Provide Families with Access to High Quality Schools
  • Goal 2: Ensure That Every SPCSA Student Succeeds – Including Those From Historically Underserved Student Groups
  • Goal 3: Increase the diversity of students served by SPCSA schools

Board Approved Charter Contract Amendments 
The SPCSA board approved the following amendment applications: 

  • Doral Academy of Nevada – Acquisition of currently leased Doral Academy Pebble Campus via bonds 
  • Pinecrest Academy of Nevada  – Acquisition of currently leased Pinecrest Cadence Campus via bonds 
  • Signature Preparatory – Modification of enrollment cap 
  • Mater Academy of Northern Nevada – Increase of enrollment cap
  • Mater Academy of Nevada – Addition of grade levels 9-12 opening in August 2020; Approval of financing to acquire currently leased Bonanza Campus 
  • Sports Leadership and Management Academy of Nevada – Modification of enrollment caps for current school year and 20-21 school year; acquisition request to purchase a facility
    • The board did not approve a request to expand to new grade levels (K-5), citing concerns around current grade levels served performance and a lack of evidence. 
    • Members of the public provided comment on the value of SLAM’s model and staff commitment to students and families. 
  • Doral Academy of Northern Nevada – addition of distance education courses; amendment to enrollment cap through the use of a weighted lottery process to diversity the demographics of the schools population; facilities expansion on existing property 

Board heard Updates from Discovery Charter School, Quest Preparatory Academy, and Argent Preparatory Academy 

Discovery Charter School: The Board was presented with a written report providing updates to the status of the school under its new governing body. Discovery provided updates that included school leadership structures, the Board of Trustees, and curriculum and instructional resources. The Board also heard an update on and a plan Discovery’s PERS outstanding balance, which will take approximately 11 months to pay off.

Quest Preparatory Academy:  The Board heard information from SPCSA Staff about significant financial performance concerns, including the longtime financial sustainability of Quest Prep’s finances. Quest’s receiver discussed financial concerns, conflicts of interest related to board governance, and facilities costs that led to receivership. The receiver shared that under receivership, Quest eliminated a variety of financial liabilities, increased teacher pay, and improved the quality of school leadership – which translated to increased student outcomes for students. 

The renewal application will be heard at the January 31, 2020 SPCSA board meeting.

Argent Preparatory Academy: The receiver provided updates on the remaining property awaiting sale subsequent to the closure of Argent’s closure. 

Board Heard a Presentation from Nevada Connections Academy on Possible Renewal
Nevada Connections is requesting charter renewal for grades 6-12, however is not seeking renewal for their elementary grades. 

Nevada Connections community members, including staff, discussed the importance of the school’s social emotional programming, suicide prevention, and the importance of flexible programming for transient students and families. The Board raised significant  concerns around the lack of academic growth and academic performance, particularly in math. The Board also inquired about family engagement, postsecondary pathways and workforce preparation. The Board suggested that staff continue to explore best practices to increase academic performance. 

The board will vote on their request at the January board meeting.

SPCSA Executive Director’s Report: 
Report Highlights: 

  • Overall SPCSA enrollment has increased in the 19-20 school year. There was also an increase in diversity amongst student demographics across racial and socioeconomic subgroups.
  • The SPCSA graduation rate increased by over 7 percentage points to 77.8%, and there were increases in almost every student group except for Native American Students and English Language Learners. 
  • Charter School letters of Intent for submission January 15, 2020  include 13 letters of intent from applicants in September.
  • The Authority provided an update on the hiring of a new Data and Assessments staff member. There are 4 current vacancies, which the Authority is working to fill.

What is the State Board of Education & what are they responsible for? The Nevada State Board of Education adopts regulations based on Nevada laws, which are passed down to individual school districts in Nevada to implement. The Board has 11 total (7 appointed and 4 publicly elected) members.

Board Approved the Consent Agenda

Consent Agenda Highlights:

  • Approval of Dual Credit requests for:
    • Somerset Academy for courses at the College of Southern Nevada
    • Pinecrest Academy for courses at the College of Southern Nevada
    • Nye County School District for courses at Great Basin College

Board Heard Presentations About Barriers and Progress Towards Nevada’s Student Achievement Goals

The Board heard from the Superintendents of the Clark and Washoe County School Districts, as well as a representative from the Nevada Council to Establish Academic Standards, about challenges and growth towards improving student achievement across Nevada.

The Interim Superintendent of the Washoe County School District shared the following needs for improving achievement in Washoe:

  • Alignment of school years, legislative years, and calendar years to address operational challenges related to timing of fund disbursements.
  • More flexibility in licensure reciprocity for educators who come to Nevada from another state. 

A representative of the Nevada Council to Establish Academic Standards shared concerns about:

  • Major changes in schools not suiting the interests of educators
  • Low academic achievement rates 
  • Alignment of standardized tests to the standards of the Nevada Department of Education

The Superintendent of the Clark County School District (CCSD), shared the following updates:

  • Support for the County Commission seeking additional funding through AB 309, specifically to address chronic absenteeism among students
  • Concerns about the lack of investments made in the professional development of school leaders.  
  • CCSD is working on developing exit surveys to address the retention rates of teachers and substitute teachers. 
  • CCSD is also working on ways to expand the teacher pipeline through partnerships with local colleges and universities.

The Board Heard a Presentation on Teacher Attrition and Absenteeism 

The average daily teacher attendance rate for schools and districts is defined as the percentage of teaching staff in classrooms on an “average school day” within the reporting school year. In 2018-2019, the average teacher attendance rate was 95.6%, which has been consistent over the past 3 years.

Teacher attrition refers to the number or percentage of educators who exit employment with a Nevada school district in a given year. The teacher attrition rate in 2018-2019 was 8.9% (2,326 teachers, with 13 out of 17 counties reporting). There was an average of 9.0% attrition over the past three years. 

The Office of Educator Licensure will come back to the Board with a comparison of these rates to average national rates. More information was requested from the board about the reasons behind teacher attrition.

The Board Heard Presentations about Student Chronic Absenteeism 

The Board heard from representatives of the Safe and Respectful Learning Environment, Parental Involvement and Family Engagement, and the Assessments, Data, and Accountability Management departments.

The following information was shared with the Board regarding chronic absenteeism:

  • In 2018, Nevada aligned its definition of chronic absenteeism to the federal definition, which states that students who are absent 10% or more of their enrolled school days are considered chronically absent.
  • The chronic absenteeism rate in Nevada in 2018-2019 was 19.2%. Nevada’s public charter schools had a chronic absenteeism rate of 8.44%. The Clark County School District had a chronic absenteeism rate of 20.38%.
  • Students with disabilities have the highest rate of chronic absenteeism in Nevada, followed by students who are eligible for free or reduced-price lunch.
  • Research shows that by 6th-grade, chronic absenteeism is a leading indicator that a student will drop out of high school. By 9th-grade, chronic absenteeism becomes a greater predictor of dropout rates than 8th-grade test scores.
  • School and family resources available include Attendance Works, a national and state-level initiative to reduce chronic absenteeism. Additionally, there is a new pilot program underway with Hazel Health to provide tele-health services in partnership with District Schools.

The Board Approved the Strengthening Career and Technical Education for the 21st Century Act (Perkins V) State Plan

A representative of the Nevada Office of Career Readiness, Adult Learning & Education Options presented the updated Career and Technical Education Program State Plan (Perkins V) to the Board. A key update to the plan was requiring each Local Education Agency (LEA) to complete a local needs assessment.

The strategic goals of the plan are:

  • Goal 1: Improve the quality and alignment of career and technical education programs.
  • Goal 2: Ensure equity of opportunity and access for all students in career pathways aligned to high-skill, high-wage, or in-demand occupations.
  • Goal 3: Ensure employers have a pipeline of skilled talent.
  • Goal 4: Ensure programs have a pipeline of high-quality CTE teachers in aligned programs.
  • Goal 5: Increase the number of  high-quality work-based learning (WBL) opportunities available for secondary, postsecondary, and adult students (e.g., internships, apprenticeships) statewide.
  • Goal 6: Raise awareness of the need and opportunity for a stronger education-to-workforce pipeline for students, parents, educators, and Nevada employers.
  • Goal 7: Expand opportunities for high school students enrolled in career and technical education programs to earn early college credit.

Next, the Perkins V State Plan will go to the Governor’s office for a 30-day review prior to being submitted to the Governor’s Workforce Development Board in January 2020.

The Board Heard a Presentation About Silver State Governance (SSG) Training

The Board heard about Silver State Governance (SSG) training, which provides coaching for Board members to ensure a majority of their time is spent focused on student outcomes. Governing Boards that spend at least 50% of their time focusing on student outcomes are the most likely to see progress.

The Guinn Center conducted an audit of Nevada schools, which found that within some districts, only 10% of time spent was focused on student outcomes. Nevada’s State Board of Education was the only Board that spent nearly 50% of its time on student outcomes.

SSG is launching a pilot this weekend for Lincoln and Lyon County school Boards and Superintendents.

The Board Discussed the 2020 Census

In 2016, Nevada received $6.2 billion in federal funds based on census data, including hundreds of millions of dollars for education. However, it is estimated that in 2010, 6,000 children in Clark County alone were not counted– which reduced funding allocated to Nevada.

The Board Heard Information on Graduation Rates for the 2018-2019 School Year 

A representative of the Office of Assessment, Data, & Accountability Management presented to the Board about the 2018-19 school year graduation rates. The Class of 2019 had the highest graduation rate in Nevada history. The statewide high school graduation rate of 84.11 percent is 3.26 percentage points higher than it was in 2017.

In Clark County, there was an 85.8% graduation rate in 2019, slightly exceeding the state’s average rate of 84.1%.

Graduation rates by student race and ethnicity:

  • White: 87.33%
  • Hispanic: 82.95%
  • Black: 72.18%
  • Students with an IEP: 67.1%
  • Homeless Students: 65.7%
  • Students in Foster Care: 44.2%

Trustees Heard Presentations on Focus 2024 Student Success and Teachers, Principals, and Staff Goals

The board heard a presentation about progress towards the remediation, career and technical education, and International Baccalaureate goals outlined in the Focus 2024 Plan (summarized below).

Teachers, Principals, and Staff Priority Area 1: Ensure all students have access to highly effective teachers, administrators, and school staff

Trustees Approved a Professional Service Agreement with Teach For America Las Vegas (5-1)

Teach For America Las Vegas (TFA) contracts with CCSD to provide 100 teachers per year to high-need schools within the district. Trustees discussed the need to prioritize recruitment and retention of all teachers in the district.

Trustees Adopted the 2019-2020 Amended Final Budget 

Amended Budget Highlights: 

  • 87% of the CCSD budget is dedicated to employee salaries and benefits
  • Student enrollment decreased in the 2019-2020 school year, and it is anticipated that student enrollment will continue to decrease in the 2020-2021 school year
  • Regulation 3110 requires the District to have a 2% unassigned ending fund balance. CCSD has an ending fund balance of 1.75% for 2019, and anticipates a 2% ending fund balance for 2020. This will be the first time CCSD is in compliance with this regulation in over 10 years. 
  • There was an increase of $81 per pupil in the Distributive Schools Account (DSA) for 2019 and there will be an additional increase of $286 per pupil for 2020 school year. 
  • Total 2019 per pupil revenue was $7,384, and 2020 total per pupil revenue will be $7,712.

Trustees Adopted New Regulations

The following regulations were adopted:

Trustee Reports: 

  • Trustees attended HOPE Squad Training, a new suicide prevention protocol, at Bob Miller Middle School.
  • Trustees and Superintendent Jara attended the UNLV Summit on Education.
  • Trustees congratulated  Ruben P. Diaz Elementary School for being designated as a National Distinguished School.
  • CCSD is engaging in a partnership to implement a program to prevent opioid addiction.

Trustees Unanimously Approve the Superintendent’s Evaluation  

Members of the public provided testimony to Trustees regarding: 

  • Support of a positive evaluation for Superintendent Jara
  • Concerns that the Superintendent’s evaluation does not adequately measure the progress of CCSD
  • Concerns that the Board of Trustees is not focused on student achievement

Trustees conducted a performance evaluation of Superintendent Jara’s first 18 months with school district. This is the first time a CCSD Superintendent evaluation has occurred in six years. 

Prior to the meeting, trustees completed individual evaluations of the Superintendent. Individual trustee evaluations were compiled into one comprehensive summary evaluation, which included rationale for the rating and recommendations for growth. For each evaluation category, the Superintendent was rated on a scale of 1-4. Trustees reviewed and discussed ratings under each evaluation category until a consensus was reached.

Superintendent Performance Ratings: 

  • Vision (maintaining focus on the District’s Vision): 3.25 out of 4
  • Student Success Targets (creation of student success targets, maintaining focus on student success, and monitoring results): 3.39 out of 4
  • Core Values (promoting a culture aligned to established core values): 2.58 out of 4
  • Theory of Action (adhering to established Theory of Action): 2.39 out of 4

Trustees Submitted their Individual Evaluations of the Board of Trustees

In addition to evaluating the Superintendent, prior to the meeting, trustees completed individual evaluations of the Board of Trustees performance. Individual trustee evaluations were compiled into one comprehensive summary evaluation.

Trustees will conduct and in-depth review of the board evaluation summary during a board meeting in January.
